Fubara submits ₦1.854tn 2026 Appropriation Bill to Rivers Lawmakers

Governor of Rivers State, Siminalayi Fubara, has submitted a proposed budget of ₦1.854 trillion for the 2026 fiscal year to the Rivers State House of Assembly, which he referred to as “Budget of Resilience for Growth and Development.”

In the process of presenting the Appropriation Bill to lawmakers on Friday, Fubara explained that the budget was meant to consolidate the achievements realized by his government in areas such as infrastructure, human capital development, security, and economic growth through fiscal discipline and accountability in public finance management.

According to the governor, in spite of the numerous challenges, his administration had been able to effectively govern and achieve significant gains in several sectors.

The governor went on to say that the budget had a proposal for a total revenue of ₦1.854 trillion, which is a 24.49 per cent increase over the 2025 adjusted budget.

According to Fubara, the financial stability of his state is attributed to the wise management of finances, fiscal responsibility, and governance.

The governor added that the projected revenue will be generated from IGR, allocations from FAAC, derivation funds, grants, loans, asset sales, and opening balances.

A breakdown of the revenue estimates shows that:

₦487.61 billion is expected from Internally Generated Revenue (IGR).

₦936.05 billion will come from FAAC allocations, including derivation funds, Value Added Tax (VAT), and exchange gains.

₦382.48 billion is projected from capital receipts, grants, loans, and asset sales.

₦48.11 billion will come from opening and closing balances.
